Local Recovery Groups
The State has one common goal of responding to the emergency needs of its citizens. The State works in concert with local governments, voluntary agencies, business/industry and others in the community to develop and maintain all hazards and community recovery plans. The community identifies local recovery resources to form Long Term Recovery Groups (LTRG)s. It is important that at the local level a strong foundation is built. The key is to identify stakeholders who are committed to the recovery of their community, and to the long term recovery process.
An LTRG is the first organizational step in the initiation of plans to protect cultural diversity, enhance partnership and coordination council, and ultimately: bring together community resources and pair them with unmet needs to ensure the most vulnerable in the community can recover from a disaster.

Helpful Resources and Partners in Recovery
We know that the challenges of recovery are not limited to the initial days and weeks following a disaster. Whole community recovery could ultimately take years, and requires community advocacy and partnership at the local, state, and federal level.
